Immersion heater help?

I have an immersion heater which is attached to a timer, currently the timer is switched off and i have hot water constantly why is this and what can i do to correct the problem? if there is one. I have electric storage heaters and am on the economy 7 tariff is this the best deal for me with the heating system i have which is all electric. Thanks in advance for any help i may get.
